The second wave of pandemic broke out in Brunei on August 6. The virus is fierce and the situation is severe and complicated. In view of the current international and domestic pandemic situation and based on the updated prevention measures by the Chinese government, the health declaration code application procedures for China-bound passengers by direct flights are as following, which is implemented as of September 21st.
I. Strict Self-Isolation Management
1.All China-bound passengers are required to undergo closed-loop self-isolation management for at least 14 days before boarding. Personal Health Monitoring Form must be filled 7 days before boarding (excluding the day of boarding).
2.All China-bound passengers must enforce self-management before departure, and strictly comply with management requirements after completing SARS-CoV-2 RT-PCR test and serum IgM antibody test. Through the whole flight, personal protection is required such as wearing medical surgical or higher-level protective masks to ensure safety.
3. If China-bound passengers are vaccinated, they should get the second dose at least 14 days excluding the day of boarding before departure. The Embassy will not issue health declaration code to those who have been fully vaccinated less than 14 days.
II. Undergo SARS-CoV-2 RT-PCR Test and Serum IgM Antibody Test
1.SARS-CoV-2 RT-PCR Test
●RIPAS Hospital is the sole designated institution for RT-PCR test for all China-bound passengers. A special session on the Sunday immediately before every direct flight (Tuesday) is specially assigned at Sports Complex of RIPAS Hospital.
●China-bound passengers must take RT-PCR test on the Sunday immediately before every direct flight which will be on Tuesday, from 2 pm to 3 pm, at Sports Complex of RIPAS Hospital.
●Upon arriving at Sports Complex, please submit Bruhims number, two photocopies of the information page of the passport and flight itinerary. On-site payments are required to be made before the tests. The fee for RT-PCR test is B$50 per person. If you don't have Bruhims number, it is advised to fill in Bruhims Registration Form (refer to attachment 2) and apply beforehand or on-site. Please collect your test result the next morning (Monday) to ensure you have enough time to apply for the health declaration code.
2.Serum IgM Antibody Test
●JPMC Hospital is the sole designated institution for serum IgM antibody test for all China-bound passengers. A special session on the Sunday immediately before every direct flight (Tuesday) is specially assigned at Phlebotomy Room of JPMC Hospital.
●The special session for individual travelers is from 10 am to 12 am on the Sunday.
●Upon arriving at JPMC, please provide the registration number of JPMC , then take the venous blood sampling and test after making on-site payment of B$45. If without registration number, please fill in Patient Registration Form (refer to attachment 3) to apply beforehand or on-site. Please collect your test result the next morning (Monday) to ensure you have enough time to apply for the health declaration code.
III. Apply for Health Declaration Code
Pictures of Statement of result for RT-PCR test and Statement of result for serum IgM antibody test with both negative results should be uploaded immediately to apply for a green HDC code (non-Chinese nationals) issued by the Chinese Embassy in Brunei. When uploading the pictures, please double-check the name, gender, date of birth, passport number and test results carefully with the required information filled in Epidemic Prevention Health Code International Version Mini Program(refer to attachment 4) or via website https://hrhk.cs.mfa.gov.cn/H5/ .
1.For passengers who have not never been tested positive for COVID-19 and not identified as close contacts with active cases, and both results of RT-PCR test and serum IgM antibody test are negative, please upload the following :
●Statement of result for RT-PCR test issued by RIPAS Hospital,
●Statement of result for serum IgM antibody test issued by JPMC Hospital,
●Personal Health Monitoring Form,
●Electronic Ticket,
●Passport information page, latest entry stamp page issued by Brunei Border Control,
●COVID-19 Vaccination Certificate (if vaccinated).
Attention:Please ensure that the pictures uploaded are clear and complete, to ensure the efficiency of approval. In order to improve the screening efficiency and facilitate your travel, please email your vaccination certificate, passport information page and last entry stamp page issued by Brunei Border Control to wllsb8960711@gmail.com 14 days before your flight to China.
2.Passengers who have been fully vaccinated with vaccines approved by State Food and Drug Administration of China or WHO for emergency use or with conditional market approval, with negative RT-PCR test result but positive for serum IgM antibody test, are required to fill in and upload Letter of Commitment on COVID-19 Vaccination (refer to attachment 5) in addition to uploading the above-mentioned materials in category 1.
3. For passengers with a history of infection, please contact the Embassy to consult the requirements for travel to China.
Passengers under this category are those who are used to be a confirmed cases, or tested positive for either RT-PCR test or serum IgM antibody test before being inoculated.
4. Passengers identified as close contacts with confirmed cases
Passengers identified as close contacts refer to those who have had unprotected contact with confirmed cases or asymptomatic infected persons. Passengers under this category must be separated from confirmed case or asymptomatic infected persons and have to undergo self-quarantine and observation for at least 14 days before arranging the itinerary to China. When applying for boarding health declaration code, the passengers are required to provide materials according to the requirements of the above-mentioned category 1 and also fill in personal contact history truthfully or report to the Embassy in advance.
IV. Full Cooperation with HDC Check
Passengers are required to present green HDC (non-Chinese nationals) on the mobile phone or in print for check by Royal Brunei Airlines. Please make sure to board within the validity of the HDC. In case of flight delay, Royal Brunei Airlines will check the validity of the HDC based on the original departure time.
Application for health declaration code is a serious pandemic prevention measure. Those who report false information or conceal travel history, contact history and health status shall bear relevant legal responsibilities incurred.
