The signing of a Memorandum of Understanding (MoU) between Zhejiang University and UBD on July 5th, 2012 marked the official partnership between the two universities. This MoU, sighed by Professor Yang Wei, president of Zhejiang University and Dato Paduka Dr. Hj Zulkarnain bin Hj Hanafi, Vice Chancellor of UBD, mentioned that the Zhejiang University will assist UBD in setting up new petrochemical courses to address the shortage of competent talents and provide professionals and skilled manpower for Brunei's oil and gas industries, which is a pillar of its national economy.
Present as guest of honor to witness the signing was Minster of Energy at the Prime Minister's Office Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia Awg Hji Mohd Yasmin bin Hj Umar. Also present were H.E. Mr. Zheng Xianglin, the Chinese Ambassador to Brunei Darussalam, and Mr. Qiu Jianlin, Chairman of Zhejiang Heng Yi Group.
